In 2e, you could reasonably argue that there were no magic item shops - because enchanting something required Permanency, an 8th level spell, and at least the chance off losing points of constitution.
Not so 5e. Now any 3rd level spellcaster can make uncommon items. And there are no magic item shops? Are they insane? There's no aspect of human endeavor that someone somewhere hasn't tried to make money off.
No market for magic items? Okay, sure for the upper tiers of magic items finding someone with that much disposable income it's going to be a challenge (though see my other thread about antiques and auction houses). But if you tell me that no-one can spend a thousand gp on a wand of magic missiles, or a weapon of warning, or fucking winged boots; I just don't buy it. To put it in context, that's 3 months of aristocratic living. Not a trivial sum, but well within the reach of many individuals - particularly rich and paranoid individuals who might like to be immune to surprise or have guards with autohitting weapons.
So this brings us to the 'formula', and the ingredients required. The DMG says nothing about the formula. Where do you find them? Are they in libraries? What are the DCs to find one? What about inventing your own? How long does it take? What equipment do you need?
What bugs me about this, is they've started with the conclusion 'there are no magic shops', and then failed to set up the circumstances that would lead to that outcome. It's a half-arsed melange of 'because I said so' and 'leave it to the GM because thinking is hard, and it's not as if people are paying good money for a rulebook to contain rules, right?'.
So, the magic item shop. Let's apply some thinking.
First off, formulae are trade secrets. They're worth a lot of money - much more than the item they describe. Different shops and/or producers in a major metropolis will have a monopoly on certain items, and generally have a limited number of formulae themselves. Home grown stock is supplemented by trade-ins from adventurers (an adventurer that really wants liquid cash would be better served by an auction house). Adventurers are hired to loot lost libraries and ruined wizards' towers to find new formulae.
Differences in formulae between different shops may allow magic items to be traced back to the individual manufacturer, giving opportunities for investigation into certain magical crimes.
Industrial espionage is SRS BZNS. Depending on availability, geasa and/or magical memory manipulation may be employed.
There's a thriving sub-business in supplying rare ingredients (this gives you your hunter's guild - yet more roleplaying opportunities). Yet more adventurers are hired to go out and slay/harvest/pluck bits of rare monsters, valuable objects, or things collected under obscure conditions. Getting summoned critters to do this for you is a help. Of course you need to be careful with this - be too obvious about what you're buying and you might give hints to decoding your formula.
Uncommon items are the magic shop's stock-in-trade. An employee can create one in a month with time to spare, they're relatively affordable, and with a realistic mark-up make a healthy profit on. Rares may be available on special commission (if you have a team of spellcasters). Rarer items are probably out, and likely the province of the eye-wateringly expensive auction houses.
This whole set-up offers reams more interest and roleplaying opportunities than the default 'a shady character offers to buy your maguffin in 1d6 days', which is both unimaginative and stupid.

I don’t know how it goes in your campaigns, but in my 5ecampaign, no one is as burdened with cool magic items as the monk. Some ofthese I designed to be coolest with monk class features, while others were lessintentional. A magicspear… well, almost no one other than a monk finds a spear useful.(Houserule fix: If you have proficiency in all martial weapons, you deal 1d8[Versatile 1d10] damage with a spear.) Even so, monks are cool and the gamecould use more content that targets them, so here we are.

By default, you can't buy most magic items. Default 5e assumes that 'magic shops' pretty much won't exist, and even goes on to suggest that potions and the like be bought at alchemist's shops instead. From the DMG, page 135: Unless you decide your campaign works otherwise, most magic items are so rare that they aren't available for purchase. Page 135 of the 5 th Edition Dungeon Master's Guide. Well, as a DM, I want to decide my campaign works otherwise. And the vague ranges provided don't exactly help a brother out. So, off to Google I go. Saidoro to the Rescue.
